In the Annals of UPSC history, June 3 , 2018, would go down as one of the weirdest days.
For one, most of you were left at the mercy of dice for more than 20 questions.
These are tough days for UPSC aspirants. It is understandable but at the same time, we don’t completely buy the arguments that UPSC has been erratic or unreasonable in its approach. After all, it is an independent Constitutional body and is free to use any means to eliminate maximum aspirants in the very first stage of CSE. We can have passionate discussions about it and even cry for that matter but that won’t help!
But then we at IASBaba are upbeat that YES in spite of being the toughest paper in UPSC history, the year in which who’s who of coaching were targeted we were still able to make a tangible and substantial difference in your preparation!

Reason is Newspapers are not taxable…. there are 2 different things, when newspaper company sells newspaper to us that is exempt, other thing is when newspaper company sells advertising space in the newspaper that is taxable, and govt had given clarification on that only. Also cooked eggs with shell are exempt without shell are taxable at 5%. attaching some screenshot for clarity.

yes c shd be answer.
but the questions don’t specify whether printed form of newspapers/journals or electronic. on e-newspaper containing advertisements there is 18% GST. I have subscribed to the hindu and various others e papers and GST was charged.
But do upsc expect everyone to be such an expert to answer prelims question …But anyways UPSC has busted such myths .It do demand experts …

See newspaper do 2 kinds of business.
1. Selling newspaper to readers and i.e. exempt
2. Selling advertising space in newspaper and that is taxable at 2 rates 5% and 18%. 5% when newspaper company like The Hindu directly sale space to advertiser, it will be taxed at 5%, but when hindu sell space to advertising agency i.e. middleman, the middleman will be charged at 18%, on commission earned and hindu will be charged at 5%.
Regarding epaper: I think they should have came specifically for that, if they want to ask for epapers. As 1 & 2 is definitely right there is no other option, other than “C”.
But according to this also it was not mentioned shell or no shell .THen it can be taken as no shell and marked as 5percent tax na …I am not negating ur point .But point is if upsc wants to be so specific then they should have mentioned it accordingly

Here asked was vote and not vote(s). Assumption of cumulative votes is wrong.

Optimus, there is an ambiguity in the language. If you have marked (a), that can also be correct. If they were asking for single vote, they could have used the same language as the first statement, i.e. Value of vote of each MLA. Since they have written MPs, hence we have interpreted this way.

Baba ji, For Opportunity cost question, answer should be B. It is the most appropriate. Now let me tell why Answer C is wrong. For eg: lets say govt constructs a park, it is meant for the public (everyone)to use it as It is a public good. Is there anything that tax paying public should not use and only poor should use??? So where the opportunity cost is transferred from consumer to tax payers?? Moreover in India everyone pays tax indirectly(GST). Govt could have used that money somewhere else had it not been for provision of good to the public. Thats the opportunity cost involved. If govt is not spending for park, it could use it for health or other scheme or infrastructure. Thats where opportunity cost is involved. I hope, I am clear.

Bro, in laymans term Opportunity cost means Alternative forgone. This is what I have studied and everyone. Bro opportunity cost could “NEVER” be “ZERO”. Let me explain you with a very crude example. For eg: U r preparing for IAS and what is the opportunity cost involved in ur life here??? U have forgone to be a part of corporate or business whatever. Thats ur opportunity cost.
One more example to make u clear further
Lets say tomorrow you have an exam and today you have an important cricket match such as Wolrd Cup final.
Now its upto you, to choose anything over other.
If you watch the match you are forgoing your Chance of scoring well in your exam. Thats the opportunity cost involved here. Opportunity cost is not simply alone for monetary things but also for non monetary things.

Reason: The Question is Not about Einstein’s opinion even though his General Theory of Relativity predicted an expanding non-static universe. The mistake of IASbaba is considering Einstein’s opinion, while the question asked is regarding General Theory of Relativity. Its elementary.

Initially we also marked that, but Einstein in his theory initially believed that Universe is static. So we did our research and marked that answer. Again, based on interpretation.

Einstein’s answer is D – All of these. I Have done a day of research.
Lake shrinking/dried up “immensely” – Only Aral Sea. Baikal went 6 cm below critical level but its ‘NOT IMMENSELY’ dried up/ shrinked. Reason, Lake Baikal is in a rift valley hence cant shrink but can only dry. Even whatever dried was ‘not immense’, and its not first time has lowered its water level. It has history of ups and downs.

Yes, its shrinking, but its clearly mentioned in the video itself, this shrinking is “Not Unusual” and Also, its not immensely dried up/shrinking and its not the first time it has happened since 1962, there has been 11 times ups and down. Plus, Q asked in the exam was due to human activities. But, this shrinking is related to both 1. Climate change and 2. Hydro power (anthropogenic). While Aral sea case extreme.
Hence, only Aral sea is the answer.

I am really confused about capital adequacy ratio question. Not a single answer key has said that both statements are incorrect. The paper was kind of standard where Silly-mistakes were not at all affordable…not a single percent.

Forum IAS predicts a cutoff of 90-95. IASBaba predicts around 95. Clearias predicts around 90-95.

The “Policy of British Paramountcy” was initiated by Lord Hasting (1813-1823).
(8th NCERT page no. 18).
“Paramountcy” was not the aim of Subsidiary alliance(ques specifically asks about Subsidiary alliance implemeted by Wellesly). It was implemented after Wellesly was called back and Hasting was appointed.

I have observed following glitches in answer keys of the institutions. Plz share your view n if someone thinks it’s correct ,plz make presentations to Upsc.
1. Orientalist -anglicist controversy and general committee on public instructions was one n same event ,they were not separate .That’s why Upsc didn’t put option 2&3only .
2.high capital-output ratio will certainly make output shrink but it’s ultimately the administration or its planning to use working capital which is responsible for output reduction,hence high ICOR is also a consequence of weak administration ,not the cause itself.
3. In president rule, parliament can make laws for state ,but when it comes to delegation ,it can only delegate the power to president or any authority specified by “him”. Also president is not under the authority of parliament as its a separate constitutional institution in itself and hence can make president acts .
4. Capital infusion in psb is ambiguous in itself.after 2008, yes year wise it’s fluctuating but overall picture for a common man is that it has increased steadily which is 95 percent correct.
5.DIGITAL INDIA is a dream project n have its aims .But in last 3-4 months government is encouraging MNCs like fb,Google to set up their data centers in india as our PM wants the data of our public to be more secure. Hence it should be a part of digital India too as it’s a wholesome concept n doesn’t limits to digitalise only villages,tourist places n educational institutions.
6. The relationship between law and liberty is very important in a democracy . More laws never means less liberty and can act as facilitation of liberty.
“if there are no laws ,there is no liberty ” is also partially correct eg. If there are no laws, it will definitely leads to tyranny but some people will definitely enjoy liberty over others.
If there is liberty ,it’s not necessary that law should be made by people . But if laws are changing too often,then there is definitely something wrong sir. It happens when political turmoil is going on or political institutions are not strong enough.Hence definitely,liberty will be surely in danger as faith in system suffers.

Multiple answers possible for many Q’s. Even after 3 days, answers aren’t finalized in INTERNET era. Exam is still being written by many students and coaching centers, though technically completed on 030618.
Why such Q’s? What UPSC is testing from such Q’s? Proving ‘unpredictable’ and ‘ambiguous’? They can’t be called as ‘objective’ Q’s.
If this is the case for an ‘objective’ exam, one can imagine the evaluation of ‘subjective’ mains exam.
It’s becoming LUCK GAME – Less vacancies – 2 or 3 vague Q’s – Even sincere people might get eliminated, though correct answers.
But, one thing is clear examiners have put lot of efforts for making the paper. Remembering this paper is worthy for all UPSC aspirants.
There can be variation of 10-15 marks than expected.
* Merger of associate banks – Is it to keep in order? (It’s a vague term). It can be easily considered as wrong.
* Law – Liberty: (Vague) – Multiple interpretations possible. All the statements are true because one or other thinker said so.
* Einstein’s General Theory of Relativity – Universe expansion is not at all prediction of this theory.
* Is saltpetre ‘staple’ commodity?
* Capital formation not result in significant increase in output – Asked is reason. d option is just definition of given statement. So, illiteracy is more relevant. Illiteracy – Low industry relevance – Low output.
* T-Bills issued by RBI on behalf of Government but not Govt.
* open APIs: Asked is ‘what does it imply’ but not uses(authentication) of them.
* Venezuela and Colombia also suffering from same issues – That too ‘very recently’.

Sometimes I feel, in the zeal to beat the coaching and to take the students by “surprise”, UPSC ends up screwing them up by setting controversial and idiotic options…. And this when we have to select “1 and 2”, “1,2 and 3” etc. which effectively means more than 2 statements can also be correct…. Even with this scenario, they introduce negative marking to even desist students from marking the answers when they know a lot about the topic in question….. Seats are also being reduced “steadily” (Yes, this is something which has been steady, no confusion here unlike the capital infusion thing)…… I think there must be an introspection and a review by the UPSC and the government (which is busy reducing job opportunities anyways) as to how they are spoiling the lives of gullible aspirants who give their sweat to this exam and still end up being disappointed…… These days I feel that the word “welfare” should even be removed from the constitution, since it is just a sham to fool people…. Sir steadily increasing does not means year wise increasing .overall scenario has to be taken .Refer to the link of eco survey. In para 17 see the graph and the conclusion . The graph definitely has some fluctuation(some dips in between) but overall it is increasing. Hence eco survey concluded that the trend is steadily increasing.

I understand your concern. But just look up the definition of opportunity cost from purely economic perspective like asked here.
An opportunity cost is the cost of choosing one over the other when both are presented. Eg. when choosing between A vs. B , an opportunity cost would be the ‘cost’/value of choosing A over B or of choosing B over A. Thats it as simple as it gets.
another eg, whats the opportunity cost of you choosing to be a bureaucrat vs. MBA (IIM) would be your decision of Civil services than a MBA. The choice you made while choosing between both . So other options like C & D are eliminated, you don’t even have to go into the nitty gritty of statements there. Opportunity costs are rarely ignored when esp making a choice. option A was best suited since it asks you the choice between free good and nothing so the opportunity cost would be zero since one receives the goods. If one declines then opportunity cost might have been zero since no choice/decision was made.
Just remember opportunity cost is the cost of taking a decision/making a choice between 2 or more alternatives.

You can blame Vajiram for giving such answer. Not speaking sarcastically but actually I tried to google with combination of words – “UNEP” “declares” “coral reefs” “cold water” etc etc. And didn’t find anything like this. (google showing results striking-off “UNEP” “declare”)
Then I searched the list of coral reefs and counted them. statement 2 seems to be all correct. (https://en.wikipedia.org/wiki/List_of_reefs). I found almost 50% named reefs in that regions, the statement 2 mentions.

Iasbaba please notice. ISRO website says the extended service area of IRNSS lies between 30E and 130E. Notice where these two longitudes lie. Also notice the range of Agni V, 5500km, also lies between these two longitudes. So 5500km should be correct.

Option C may be correct but less chances. Because:
1. Cleartax.in is showing GST rate as applicable on 28th of june 2017. The clarification on PIB came in August. And clarification means that they had put that item somewhere in wrong list. (And i think only because of ‘clarification’, which was in the news UPSC asked this question because question paper is from newspapers)
2. Whether charged on newspaper, or whether charged on specific slot saling, GST is indirect tax which means it is transferable to the customer. (Definition of indirect tax in economics terms). Means whatever the saler will quote price of item x, it includes indirect tax.(you may not be specifically told that indirect taxes are included in selling price)
Can you just look into the document from Gst Council? Verbatim the same word has been used.
In case of ad space economy you are not the final consumer.

Guys I m in general category and my score is 94.67. This was my second and final attempt. Can’t give this exam again due to some personal reasons. Should I prepare for mains? I personally think that my score is too low. In fact, I was about to clear my bookshelf and get rid of all the books and materials I used for this exam. But then I have heard some people say that the cutoff might be in 90s this time. What should I do guys? Really confused

prelims 2016 people are scoring 130 to 160 easily because of vision or insights or excess current affairs still cutoff was 116
prelims 2017 people are scoring 110 to 130 easily heavy dose of polity and some current affairs still cutoff was 105
then comes our prelims 2018 people are dying to score between 90 and 100 some exceptional ones 110 wat could be the cutoff ….??? is it 90+ 45 questions to be done correctly …last year polity 22 questions 44 marks ,this year polity 12 questions 24 marks……cutoff is in dilemma …. can it be above 95 i really doubt
So true Banoth. I am in such a dilemma. I was so heartbroken after the prelims that I decided to focus on my masters entrance instead. It’s so confusing with the whole cutoff scenario for the prelims that I don’t wanna lose my masters seat over it. I hope UPSC releases the list soon. Since this was my second and final attempt and the exam went so badly, it was so hard for me to accept this situation. Don’t want to prepare for mains and then be disappointed again after the prelim result comes out. It’s absolutely torturous right now
i request you to prepare…nothing wrong in giving attempt next year…who knows u might get ias….prelims challenging …clearing prelims is tough nowadays….upsc analyzing …people feel questions are contemporary …people who read newspaper daily knows the value …of that paper..all those questions are picked from editorials ,some state news ,some life society etc…green fluotoscent protein was in news in january (hyderabad edition)…discover got noble prize in 2008.he came to hyderabad to explain about this technique ..if this q appears in exam ..would you say its 2008 ..

dont analyze top people there are 100 people who get score of 130+ there are some 1000 people who get score of 110-130 …people are stuck between 90 – 100( attempting 80 90 questions) no one knows exact answers of some questions …this happened to me last time ( i just gave attempt without preparation) ….1.right to vote legal right official.key wrong constitutional right .
2.indus valley evidence of horse official key no evidence wrong

i marked option A based on this reasoning that “ANY LIABILITY” was written but people are saying option C , again it is subject to UPSC interpretation but in the bare act “outstanding part of loan” is written. Loan is one of the liabilties, i guess. Moral of the story— deep studying is injurious in prelims, few of the times.
