Paper 1 – Comparative Public Administration

Q.1) Some principles of Taylor’s Scientific Management theory and some characteristics of Riggs’ Diffracted administrational model tend to converge at a distant remote level. Describe the corresponding theoretical roots, similarities and attributes.

Q.2) “The emphasis in most of the writings on comparative bureaucracy appears to be on the interactions between the administrative sub-system and the political macrosystem in which it exists.” Critically comment.

Paper 2 – District Administration

Q.1) The District ‘Collector’ is not just a revenue collecting employee anymore. This misleading title should be changed to a much more appropriate ‘Chief Executive Officer’. Comment.

Q.2) Participatory initiatives have been infected by divisiveness and are tend to be marginalized, despite the strong political will for the adoption of decentralized planning. Discuss.
