3. What is the geographical basis of Indian federalism? Discuss. Also elaborate upon the concept of cooperative federalism in India. (20 marks)
4. Are small states a solution to all the planning, governance and administrative challenges being faced in the country? Critically examine. (15 marks)
5. Many new states were formed post independence in India. Do you think the reorganized states capture the aspirations and special needs of the diverse tribal community of India? What are the constraints? Discuss. (15 marks)
