Note: TLP Phase I is designed to let you explore and express the basic concepts in different subjects. The questions asked in this phase won’t be too analytical. However, they will require you to connect different concepts and evolve a response.

This time, we are posting questions in Hindi as well to encourage participation from aspirants writing their exam in Hindi language. We request you to write and upload your answers on this forum and get benefited from the community.

1. There is a visible decline in the parliamentary culture of India. Debates and deliberations have given way to disruptions and indiscipline. What are the factors behind this decline? Shouldn’t there be a legally enforceable code to ensure smooth functioning of the Parliament? Discuss.

भारत की संसदीय संस्कृति में एक स्पष्ट गिरावट आई है। बहस और विचार-विमर्श का स्थान अब अवरोधों तथा अनुशासनहीनताने ले लिया है। इस गिरावट के पीछे कारक क्या हैं? क्या संसद के सुचारु कार्य को सुनिश्चित करने के लिए कानून द्वारा लागू कोड नहीं होना चाहिए? चर्चा करें।

2. Fiscal federalism as envisaged by the Indian Constitution is essentially a borrowed concept. Do you agree? Substantiate.

भारतीय संविधान द्वारा परिकल्पित राजकोषीय संघवाद अनिवार्यतः उधार की अवधारणा है क्या आप सहमत हैं? पुष्टी करेंI

3. The whole system of parliamentary government in India goes against the letter and sprit of the theory of separation of powers. Do you agree? Critically comment.

भारत में संसदीय सरकार की पूरी व्यवस्था शक्तियों के अलग होने के सिद्धांत और भावना के खिलाफ है। क्या आप सहमत हैं? समालोचना करेंI

4. Holding the General and State Assembly Elections simultaneously will ensure smooth functioning of the Parliament and the government would be able to focus more on governance than electoral campaigns. Critically analyse.

आम तथा राज्य विधानसभा चुनावों को साथ आयोजित करने से संसद की सुचारुता सुनिश्चित होगी तथा सरकार चुनाव अभियान से अधिक शासन पर ध्यान केंद्रित करने में सक्षम होगी। समालोचक विश्लेषण करेंI

5. Women in India haven’t got a fair deal from either the government or the judiciary as far as protection of their individual liberties are concerned. Comment. Also examine the ways in which women are changing the traditional gender discourse in India by taking suitable examples.

जहां तक भारत में महिलाओं की स्वतंत्रता की सुरक्षा का संबंध है, महिलाओं को सरकार तथा न्यायपालिका से उचित सहयोग नहीं मिला हैI टिप्पणी करें। इसके अलावा, उपयुक्त उदाहरणों के जरिए उन तरीकों की चर्चा करें जिनके द्वारा महिलाएं भारत में पारंपरिक लिंग प्रवचन को बदल रही हैं।
