Paper 1 – Personnel Administration

Q.1) Promotion based on seniority is as irrational as promotion based on competence. Both stifle motivation and productivity in the overall organizational efficacy. Critically comment.


Q.2) Peter’s principle which connects employees’ promotion to their incompetence level is a direct by-product of the hierarchical structure as envisioned in the Classical Theory and Herzberg’s Two-factor theory of motivation. Explain.


Paper 2 – Civil Services

Q.1) A civil servant should be politically neutral, not value neutral. S/he should be committed to the policies of the country, not to the politics of the country. Substantiate.


Q.2) The higher Civil Service Training in India is too generalistic to be professionally relevant. But, this generalism itself is a powerful bulwark of the Civil Service against the concept of committed bureaucracy. Comment.
