1. Discuss the concept of integral humanism.

Integral Humanism was the doctrine propounded by Pandit Deendayal Upadhyay. In this doctrine, he proposes an indigenous economic model that puts human beings at centre-stage.

* According to Upadhyay, the primary concern in India should be to develop an economic model that puts the human being at the core of all decision making.

* It is opposed to both Western Capitalist Individualism as well as Marxist Socialism and seeks a middle group nd between the two. However, it is welcoming to western science.

* Integral Humanism stresses on all four attributes of humankind, that is, Dharma, Artha, Kama and Moksha. It describes Dharma as the basic and Moksha as the ultimate goal of mankind.

* Integral Humanism is critical of individualism as well as Communism as social systems. It defines society as a natural living organism with a definitive national soul.

* Integral humanism insists upon the infusion of religious and moral values in politics.

* It seeks a culturally authentic mode of modernization that preserver the values of hinduism.

* Integral humanism consistes of visions organized around two themes-

  1. Morality in politics
  2. Swadeshi and small scale industrialization in economy.

Thus, Integral Humanism revolves around thebbasic themes of harmony, primacy of cultural-national values and discipline. This doctrine of Pandit Upadhyay is quite relevant even in the present political and economic situation of India.

Non-violence or non-Injury (Ahimsa) literally means: abstention from violence in one’s behavior toward other living beings. Gandhiji gave this mantra to all his followers, which became the central principle of all his future struggles.

He considered this an act of courage because violence is an easy solution to any problem. In fact, it is not a solution at all. It is a result of a lack of control over one’s emotions which is anger. Anger comes out of an impulsive reaction to a situation.

It never solves a problem. It merely satisfies one’s ego. To solve a problem or handle a difficult situation requires careful deliberation and thinking from a broader perspective that includes all stakeholders in the situation. That includes the enemy.

Actions taken in the impulsive frame of mind or in a agitated state may relieve one’s anger but it does more harm in the long run, both to the person and the relationship.it is like hitting a nail in the wood, the nail may come off, but the hole in the wood will remain forever, Gandhiji was very well aware of this repercussion, so he always motivated the followers to follow the path of ahimsa.

By controlling ones, anger one gets time to think about all the possible options available, which can be mutually beneficial if negotiated upon, a resort to violence once will become a repetitive action, which the person will resort to unconsciously, Gandhiji was aware of this threat that’s why he suspended the satyagraha post the Chauri-Chaura violence. This act showed that for the long term well-being of oneself and everyone involved, it is always better to pre-empt violence.

He said “Arise, awake and stop not till the goal is reached”. He said “Hold on to the ideal, if you fail a thousand times, try it one more time”. Thus, he had tremendous belief in the self-effort and the ability of an individual to reach any goal through hard work. Today people are looking to earn big money through short cut methods and least amount of hard work. It is important to learn this that true success required tremendous effort and perseverance.

Karma Yoga and Niskama Karma – In this he emphasized the selflessness of an individual in all his endeavors.Today, when the world around us engulfed in acts of sheer selfishness, his teachings can show a new path.

Love and compassion as the law of life – He emphasized on loving all living beings and to be compassionate and sensitive towards sufferings. He said that – “So long as millions live in poverty and hunger, I consider every person a traitor who, having been educated at their expense, pays not the least heed to them” He believed that every Indian must work hard to uplift the millions from the clutches of poverty and superstitions.

4. Police reforms will have wide ranging and long lasting impact on the law and order situation in India. Elucidate.

Police reforms in India  has always been a subject of debate , even the Supreme court of India has to come into picture and has issued directives to initiate police reforms.

Reforms within the police force could infuse professionalism into it. The basic flaw in law enforcement is that the police are under the control of the ruling party. It is futile to expect the lower echelons of the police to act impartially when some senior officers are not immune to political interference. Moreover, the politicisation of crime and criminalisation of politics are a toxic mixture that has weakened the independent functioning of the police. The only way to make the police accountable to the public and to insulate personnel from political interference is to implement the police reforms initiated by the Supreme Court in 2006.

The court’s directions included setting up three institutions: state security commissions to insulate the state police from extraneous pressures; police establishment boards to give autonomy to the department in personnel matters; and police complaints authorities to ensure better accountability of the force. The court also laid down a procedure for appointment of the DGP and gave him a fixed tenure of two years, mandated a two-year tenure for officers performing operational duties in the field, and gave directions for the separation of investigation from law and order in towns with a population of 10 lakh or more. The directions were to be implemented by December 31, 2006. A decade after ‘Prakash Singh’ judgement, police reform remains undone.

Way forward:

  • Increase in man power: need to raise up to sanctioned strength i.e. [1 officer/720 Indians]
  • Needs to be a SMART: sensitive, mobile, alert, reliable & techno-savvy.
  • Implementation of committee reports: Padmanabhaiah Committee, Malimath Committee to bring much needed structural and governance reforms in police.

With growing population and economic concerns, police reforms are of utmost priority – time has come to rejuvenate- reconstruct the police to uphold the human rights. It will have wide ranging and long lasting impact on the law and order situation in India.

The police had to be insulated from extraneous pressures to be able to enforce the rule of law, and without a professional police, the country could not have a stable democracy or achieve sustained economic progress.

  2. Digital ecosystem would let information dissemination in paperless digital mode thereby reducing demand on papers conserving trees.
  3. It serves as a platform to map and monitor the natural resources like forest cover, vulnerable zones of reserved forests, poaching belts etc. Civil societies can bring to the notice of the concerned officials if they find any illegal activity of tree smuggling, tree felling, forest fires, poaching activities, illegal mining, etc.
  4. Use of satellite imagery system helps in warning about natural disasters and even in disaster mitigation.
