Welcome to TLP- 2018, Day 55

Note: TLP Phase I is designed to let you explore and express the basic concepts in different subjects. The questions asked in this phase won’t be too analytical. However, they will require you to connect different concepts and evolve a response.

This time, we are posting questions in Hindi as well to encourage participation from aspirants writing their exam in Hindi language. We request you to write and upload your answers on this forum and get benefited from the community.

1. You are posted as the District Magistrate in a hill district of a North Indian state. The locals have an age-old tradition of sacrificing animals during the month of harvest. They celebrate the sacrificial ceremony with great zeal and vigour. However, the Supreme Court has just banned the practice of animal sacrifice after a PIL was filed against the practice by an international NGO. Yet the locals are adamant at following their revered tradition and are even ready to get arrested and face legal consequences. In fact, a group of young people from the locality has threatened to commit mass suicide if the administration attempts to interfere in their tradition. The situation appears to be out of control and journalists from all over the country have gathered in your district to witness the unfolding of events there.

What would be your response in this situation? Examine all the alternatives that you have at your disposal. Also, discuss their pros and cons. Which alternative will you choose finally? Why?

आपको उत्तर भारत के एक राज्य के पहाड़ी जिले में जिला मजिस्ट्रेट के रूप में तैनात किया गया है। स्थानीय लोगों में फसल के महीने के दौरान जानवरों के बलिदान की पुरानी परंपरा है। वो अति उत्साह और उल्लास के साथ बलिदान समारोह का जश्न मनाते हैं। हालांकि, एक अंतरराष्ट्रीय गैर सरकारी संगठन द्वारा इस प्रथा के खिलाफ जनहित याचिका दायर करने के बाद सर्वोच्च न्यायालय ने पशु बलि के अभ्यास पर प्रतिबंध लगा दिया है। फिर भी स्थानीय लोग अपनी श्रद्धेय परंपरा के अनुसरण में अविचल हैं और गिरफ्तार होने और कानूनी परिणामों का सामना करने के लिए भी तैयार हैं। यहाँ तक कि इलाके के युवाओं के एक समूह ने जन आत्महत्या करने की धमकी दी है यदि प्रशासन उनकी परंपरा में हस्तक्षेप करने का प्रयास करता है। स्थिति नियंत्रण से बाहर प्रतीत होती है और पूरे देश के पत्रकारों ने आपके जिले में घटनाओं का खुलासा करने के लिए डेरा डाला हुआ है।

इस स्थिति में आपकी प्रतिक्रिया क्या होगी? आपके पास इस दुविधा से निपटने के लिए मौजूद सभी विकल्पों की जांच करें। उनके फायदे और नुकसान के बारे में भी चर्चा करें। अंत में आप कौन सा विकल्प चुनंगे? क्यों?

2. You have authored a fictional book in which the characters and events belong to the 17th century. Even though your book is a work of fiction, by coincidence one of its characters bear resemblance to a 17th-century king. The king is deeply respected or rather worshipped by the people of a dominant upper caste. In your book, the king has been shown in poor light and his followers are deeply offended and demand that the book be withdrawn from the market. You issued clarifications regarding the fictionality of the book but the protestors are not listening to any of your arguments. In some places, the protestors have started to vandalise the bookstores selling the copies of your book

Deep within, you feel sad that even in a democratic country promising freedom of speech and expression, your creativity is being sacrificed on the altar of intolerance and irrationality. However, you decide to withdraw the book and pulpit in front of the protestors to stop the violence abated by the protestors.

Now answer the following questions:

1. Was your decision to withdraw the book justified?
2. Won’t your decision embolden such fringe elements?
3. What other steps could have been taken by you?  

आपने एक काल्पनिक पुस्तक लिखा है जिसमें पात्र और घटनाएं 17 वीं शताब्दी से संबंधित हैं। भले ही आपकी पुस्तक काल्पनिकता की रचना है, संयोग से, उसके पात्रों में से एक 17 वीं शताब्दी के राजा के समान प्रतीत होता है। राजा एक उच्च ऊपरी जाति के लोगों के लिए अति  सम्मानित और पूजनीय है। आपकी पुस्तक में, राजा को बुरा दिखाया गया है जिसकी वजह से उनके अनुयायियों काफी नाराज है और उनकी मांग है कि पुस्तक बाजार से वापस ले ली जाए। आपने पुस्तक की काल्पनिकता के बारे में स्पष्टीकरण जारी किया, लेकिन प्रदर्शनकारियों ने आपके किसी भी तर्क को नहीं सुना। कुछ जगहों पर, प्रदर्शनकारियों ने ऐसी किताब की दुकानों को जो आप की पुस्तक की बिक्री कर रहे हैं, काफी नुकसान पहुँचाया है।

आप भीतर से काफी दुखी महसूस करते हैं कि एक लोकतांत्रिक देश में जहाँ अभिव्यक्ति की स्वतंत्रता है, आपकी रचनात्मकता को असहिष्णुता और तर्कहीनता की वेदी पर बलिदान किया जा रहा है। हालांकि, आप प्रदर्शनकारियों द्वारा प्रायोजित हिंसा को रोकने के लिए प्रदर्शनकारियों के सामने पुस्तक को वापस लेने और नष्ट  करने का निर्णय लेते हैं।

अब निम्नलिखित प्रश्नों के उत्तर दें:

1. क्या किताब को वापस लेने का आपका फैसला उचित था?
2. क्या आपका निर्णय ऐसे फ्रिंज तत्वों को नहीं बढ़ाएगा?
3. आपके द्वारा कौन से अन्य कदम उठाए जा सकते हैं?

3. You are an advisor to the Minister of External Affairs on issues pertaining to bilateral relations. The minister is scheduled to visit a powerful country holding immense strategic and economic opportunities for India. If India can enter into a strategic partnership with the host country, it would help India in tackling challenges related to internal security, defence, energy, food, S&T etc. However, the host country has a poor track record in terms of its treatment of its neighbours. In fact in the United Nations, many resolutions have been passed against it for violation of human rights in its neighbouring countries over territorial disputes. The neighbouring countries of the host nation are important for India’s energy security as they have huge petroleum reserves which get exported to India as well. Moreover, the minority community in your country considers these countries sacred for their historical and religious value. They are protesting the visit of the minister and demanding that he must condemn the atrocities made by the host country and also pay a visit to its neighbours. Doing so, however, will send negative signals to the host nation and whatever goodwill India has earned will be lost. In a situation like this, what are the options available for the minister? Analyse. What would be your advice to the minister and why? Substantiate.

आप द्विपक्षीय संबंधों से संबंधित मुद्दों पर विदेश मंत्री के सलाहकार हैं। विदेश मंत्री भारत के लिए विशाल रणनीतिक और आर्थिक अवसर वाले एक शक्तिशाली देश का दौरा करेंगे। अगर भारत मेजबान देश के साथ रणनीतिक साझेदारी में प्रवेश कर सकता है, तो यह आंतरिक सुरक्षा, रक्षा, ऊर्जा, भोजन, विज्ञान एवं प्रौद्योगिकी  आदि से संबंधित चुनौतियों से निपटने में भारत की मदद करेगा। हालांकि, पड़ोसियों के प्रति मेजबान देश के रवैये  के मामले में बेहद खराब ट्रैक रिकॉर्ड है। संयुक्त राष्ट्र में, कई प्रस्तावों को इसके पड़ोसी देशों में क्षेत्रीय विवादों पर मानव अधिकारों के उल्लंघन के लिए पारित किया गया है। मेजबान देश के पड़ोसी देश भारत की ऊर्जा सुरक्षा के लिए महत्वपूर्ण हैं क्योंकि उनके पास भारी मात्रा में पेट्रोलियम भंडार है जो भारत को भी निर्यात करते  है। इसके अलावा, आपके देश में अल्पसंख्यक समुदाय इन देशों को अपने ऐतिहासिक और धार्मिक मूल्यों के लिए पवित्र मानता है। वे मंत्री की यात्रा का विरोध कर रहे हैं और मांग करते हैं कि उन्हें मेजबान देश द्वारा किए गए अत्याचारों की निंदा करना चाहिए और उसके पड़ोसियों के दौरे पर भी जाना चाहिए। ऐसा करने से हालांकि मेजबान देश को नकारात्मक संकेत जाएंगे और भारत ने जो कुछ भी सद्भावना अर्जित किया है वह खो जाएगा। इस तरह की स्थिति में, मंत्री के लिए क्या विकल्प उपलब्ध हैं? विश्लेषण करें। मंत्री को आपकी सलाह क्या होगी और क्यों? पुष्टी करें।
